The Digital Landfill: When Public Records Are Preserved But Not Kept

There is a pervasive, comforting belief in the worlds of open data and digital preservation: if something is saved, it is accessible. The received wisdom is that the hard part is over once the bits are captured, the PDFs are stored, and the metadata is logged. We celebrate the terabytes added to an archive, the successful crawl of a government website, the migration of a database to a new format. We have, the thinking goes, kept the record. But what if the act of preservation has become, in many cases, a form of high-tech burial? What if we are not building digital libraries, but digital landfills?

The landfill is a meticulously managed facility. Its contents are cataloged, its boundaries are surveyed, and its environmental impact is monitored. Yet, what goes in rarely comes out in a usable form. It is sequestered, isolated, and rendered functionally inert. This is increasingly the fate of vast swaths of so-called 'open' public records. They are not lost; they are entombed. They exist in a compliant, preserved state, but they are not kept in the sense of being tended, understood, or made meaningfully available to the public they are meant to serve.

The Machinery of Inaccessibility

This phenomenon is not born of malicious intent, but of bureaucratic and technical success. A city council uploads twenty years of meeting minutes as scanned PDFs—image files, not text—to a dedicated portal. Technically, they are preserved and publicly posted. Practically, they are unsearchable, unanalyzable, and locked away from the very computational tools that could reveal patterns in civic decision-making over time. The data is 'open' but opaque. It’s been dumped in the managed landfill of the municipal website.

Or consider a state agency that migrates its environmental testing databases to a new, federally compliant format. The preservation action is logged as a success. Yet the new system's public interface is a byzantine query tool requiring expert knowledge, and bulk download is restricted or undocumented. The records are preserved, but the pathway to public use has been walled off with procedural kudzu. The data is safe, but it is not kept alive in the ecosystem of public inquiry.

This is the quiet failure mode of modern digital stewardship. We have become adept at preventing bit rot, but we have neglected interface rot and context rot. We save the file but lose the thread. The record becomes a digital artifact, a specimen in a jar, rather than a living piece of civic memory. It is available for 'inspection' under the strict, clinical terms of its repository, but not for the messy, creative, and often unexpected reuse that gives open data its democratic power.

The challenge, then, is to shift our ethos from one of preservation-as-capture to preservation-as-stewardship. Keeping a record means more than ensuring its bits don't flip. It means maintaining the pathways to it, the readability of it, and the human-scale utility of it. It means designing for the curious citizen, the dogged journalist, and the tinkering researcher—not just for the audit log. Otherwise, our greatest digital preservation triumphs will only be monuments to our own efficiency, towering landfills of perfectly preserved, perfectly useless public memory.
