The Scrap Paper Kings: How Soviet Scientists Saved a National Memory on Obsolete Discs
In the late 1980s, as the Soviet Union began its protracted unraveling, a quiet and monumental act of digital preservation was underway in a Leningrad apartment. It wasn't spearheaded by a state institution or a well-funded international body. Instead, it was the work of two men, Vladimir and Mikhail, computer engineers who saw a future where the past was being systematically erased. Their tool of choice? Obsolete 5.25-inch floppy discs, and their raw material was something most people considered trash: the perforated margins of continuous-feed paper.
This was the era of the Soviet mainframe. Vast, room-sized computers like the BESM-6 and EU series churned through reams of paper, printing out everything from scientific data to economic reports. The green-and-white-striped paper, with its tractor-feed holes on either side, was a ubiquitous sight. After the valuable data in the center was read, the long, punched margins were torn off and discarded. They were scrap, destined for incinerators or landfills. But to Vladimir and Mikhail, these paper strips were a potential ark.
They developed a method, painstaking and deeply analog, to convert these paper margins into a durable digital format. Using a modified film scanner, they would scan the patterns of holes—a physical manifestation of binary code. Their apartment became a data-processing center, filled with boxes of these paper tapes. They would carefully clean them, align them on the scanner, and run their custom software to interpret the punched patterns back into readable text and data. The resulting files were saved onto floppy discs, a more stable (though still fragile) medium than the brittle, foxing paper.
A Subversive Archive
What they were saving was itself an act of quiet subversion. The data wasn't just scientific abstracts; it was a raw, uncensored record of a disintegrating system. They archived transcripts of public lectures that were suddenly permissible as glasnost took hold, technical specifications for industries that were grinding to a halt, and environmental reports detailing ecological catastrophes like the shrinking of the Aral Sea—information that had been suppressed for decades. They were preserving not just data, but a national memory that was actively being liquidated along with the state that had created it.
The project, which came to be known among a small circle as the "Paper Memory Initiative," was a race against multiple forms of decay. There was the physical decay of the paper tapes, which were acidic and prone to tearing. There was the technological decay of their own equipment, as replacement parts for their aging Soviet-made scanner became impossible to find. And there was the societal decay happening outside their window, a context of scarcity and uncertainty that made their obsessive work seem, to many, like pure folly.
Today, the floppy discs they filled are themselves obsolete artifacts. Yet, their legacy is profound. They understood a fundamental principle of preservation that we often forget: the medium is secondary to the act. By using the waste product of the system to document its collapse, they demonstrated that preservation is not about having the perfect, state-of-the-art technology. It is about the will to remember, the ingenuity to repurpose what is at hand, and the foresight to see value in what the world has declared worthless. The true archive they built was not on magnetic platters, but in the stubborn conviction that every scrap of our shared record is worth fighting for, even with the most unlikely of tools.
